I bought a 94 CE and yes, it is worth more than an equal 94 turbo cvt. On the other hand, I found I'd prefer the standard black over the metallic black, because it always looks "dusty." And the black piping on the leather is rare, but I'd rather have soft leather without the piping. And as for the red APC box, I'm sure that benefit would be more evident on a lower mileage vehicle than the 125K I have. Although it's no slouch, I have nothing to compare it to. That and the wood dash and grey wheels makes the CE unique.
I chose this CE over a lower-mileage and better-taken-care-of black 92 TC because of it's rarity. The 94 CE is indeed rare: only 500 made, but not many people will recognize it as such. Buy what you like. Personally, I'd love to find a low-mileage black 94 TC 5-spd. If it were clean enough, it would be a tough choice.
