The side mirrors are probably getting ready to fall off.
Let me backtrack a little here- the mirrored glass part is glued to a sheet of rubber which in turn is fastened to a plastic bracket which is the piece that gets aimed. The glue degrades with age, and vibration and gravity eventually seperate the mirror from the rubber. I would guess that the reason they wiggle is the same reason that they cannot be adjusted "up" anymore. The top edge of the mirror has already become unglued, and the mirrored glass is starting to peel off, angling it downward.
The easiest way to fix this is to carefully peel the mirrored glass the rest of the way off, and then re-glue it to the rubber. Before re-gluing, make sure that the mirrored coating is intact. Peel off any remaining glue residue from the rubber (the mirror will lose its reflective surface if you try this on the glass piece.)
It's been a long time since I repaired this type of problem- I think I used epoxy. (Disclaimer: epoxy can make a difficult-to-clean mess.) Spread the epoxy evenly over the rubber, covering the entire contact surface so that the mirror won't be able to oxidize, and then press the glass into place. You can hold the glass in place with cardboard spacers and rubber bands while the epoxy cures.
