Yes, you are right. The 4-ohm speaker will try to pull roughly double the current of the 8-ohm speaker.

No idea, but it seems like the rear speakers are designed to demand more power than the ones in the front. I had a similar oddity in my 92, where the rears were 2-ohms. The previous owner had installed an aftermarket deck but was still using the old speakers. I found that the low-impedance rears were causing the deck to shut down during play (probably because they were pulling TOO MUCH CURRENT). Disconnecting the rear speakers has solved the problem.
You may find that the saab deck works fine with 4-ohm speakers in front. If you are worried, you could try connecting 2 speakers in *series* on each front channel, which would give you a total of 4 speakers in front. Given that you are dealing with a cheap factory deck, you may find the volume that these speakers produce to be too low.
The following link has some simple explanation/diagrams of speakers in series:

It would.

I would guess that the reason is home audio amp designs have more voltage to generate that power with. Car systems only have 12V supplies. While it is possible increase the voltage inside the deck, such a design is probably not implemented due to the cost. Again, I am just speculating ... not an audio amp engineer.
