A heap of sound advice so far, but here's where my head bent to the side like an RCA dog - the brake master cylinder leaking. Leaking from where? There's a few places where it can easily leak because of old seals and replacing the entire unit is not the only solution. If it's one of the seals that tightens around one of the plastic reservoir nipples that feed into the cylinder, then that seal should be replaced. Usually a seal replacement kit contains all the rubber parts for an entire master cylinder overhaul. I think I paid $15 for the kit a few years back.
Also the steering rack raised a question. My thinking was that if the brake fluid reservoir is leaking, that fluid will drain right over top of the steering rack, so it's a legitimate question to ask if the fluid dripping from the rack is just brake fluid from above. To find out where the leaks are originating, you have to first clean up the areas in question. A hot spray from a car wash is one way to do it, including pointing it down toward the steering rack, plus a detailed wiping as best you can. Then watch where the fluid starts it's flow. A flashlight comes in very handy for that, and you may have to use the brakes with the engine running to see anything. If it's a slow reservoir leak, then perhaps you can live with it for awhile (like until things warm up) and just make sure there's enough fluid in the tank. One sure way to determine if you have a steering rack leak is if the fluid in the steering reservoir repeatedly drains after a fill up. If your steering system is sound from reservoir to rack, including the hoses, there should be no lowering of the fluid at all.
The crank pully is another question. That may have been included on the list because if it's messy back there from the brake fluid, they might be assuming the pulley also has a problem, as is often the case if a lot of oils and fluids saturate that part for an extended period of time. And if you're going to replace the steering rack, best to go ahead and replace the pulley too since it's much easier (may even be necessary) to do that chore with the rack out of the way.
The second opinion from an independent Saab shop with all this in mind is well advised.
