Such a test doesn't mean there's an exhaust manifold leak although it may signify a leak in the exhaust system.
You'd be able to tell a leak in the manifold...it would be audible.

As to whether it would pass MA smog, that depends on the tester...I know of no smog test that requires a potatoe be stuck in the pipe and the engine killed!

In any case, a liquid fix isn't in the cards. You might want to have the entire exhaust system checked for leaks because of the CO issue in the winter.
