As for the key problem... The ignition cylinder is gummed up from stuff being spilled into it. I think you can try WD40 on it, check the archives as this is a common problem.
The brake lights... try jiggling the bulbs with the brak held down. Mine always seemed to not make good contact in their sockets. And the stickiness of the top light... sounds like your brake light switch might be loosening up. Look up and behind your brake pedal, there is a switch that is depressed when you brake that turns on the brake lights. They commonly loosen up and will stay lit, draining your battery when you park your car. Ask me how I know.
