There is another thing to check, and I would bet that is the problem because they are prone to failure: Thermo-time switch, located on the cylinder head at the intake manifold. Depending on how cold it is, this switch will determine how long the cold start valve (5th injector) will spray. When it fails, you only get a very short squirt as you start cranking the starter. The part new is expensive and I think a used one might be a waste of time, that's why I have known many 99 and early 900 owners who would hot-wire the cold-start valve. I have lived with that set-up many years and it does not break down! You're the man, you decide how much to squirt depending how cold it is...
If you're hesitant and you want to make sure that the thermo-time switch is the culprit, then put a test light on the cold start valve plug, and try starting it on a cold morning. If the switch is OK, you may need to check the warm-up regulator. You'll need a gas gauge for that.
