There are different executions to the CI system warm-up protocol.
I have an '88, it's always done this. We had an '85, it always did this.
I replaced my thermoswitch two weeks ago (no endorsement, no longer produced by the dealer-leeches, but thesaabsite.com has them) and it made no difference.
Cold start injector, that's been mentioned already. I don't know if mine is working yet or not. At over three times the mileage on your car, mine would not surprise me if it's dead. I also need to check the vacuum-switchamajig on the LF fender and the warm up regulator. Either way, she starts typically crappy (Thank You Robert Bosch and EPA) but still gets upwards of 30 MPG above freezing.
8 valvers just never started right for me for some reason.
Three generations: '81-'81, '83-'85, and '86-'88, supposedly when they got it right.
After checking the two thermo-switches, you move on to wiring and relays.
Eeuros still stocks 8 valve Bentleys!!! They are out of print, I think. I got one! I also have the Haynes booklet-of-kindling and the Saab chapter 2 section 3 (FI, CI and LH) book.
I've included a link to Dana's page; for all I know it hasn't been updated since 1998, the car is long gone, and some of the CI stuff (thermoswitch, recirc valve, etc.) is in the 1985 position, but it's still there.
With only 62K (still???) you had better get out and drive 30K a year in order to use up the car's life expectancy in the next decade. Next time you find a car like that I want it.
