Connect the supply that belongs to the reverse lights, up to the white wires like you did at first. No lights, right? Then measure the voltage from that point to ground. I bet it's low when connected together like that. If so, there's some major resistance (but not completely open-circuit) somewhere 'upstream' from that point. Maybe a dirty/corroded connection back at the fusebox where it branches apart from that other wire?
