I had the base boost issue on my "new" spg. After doing much of what you did, I found that it was the cruise vacuum sensor. Its the little switch in the left wheel well. It's the one with the red button on top.
Also, check the ignition timing. There is a big relationship between timing and boost. I think it should be 16 deg BTC with the vacuum advance hose disconnected and plugged, engine at 825 rpm.
You might also want to be sure that you have fixed all of the vacuum leaks and tightened all of the turbo intake hose clamps.
Other than that, I'm out of ideas!
