you want the o2 to keep the voltage in its limits, thats proper A/F ratio, and thats ONLY during closed loop operation. open loop operation (for example, wide open throttle or in the case of a turbo, a few pounds of boost) doesn't rely on o2 information. so putting a new ECU in, will make the car have more power while keeping the correct A/F ratio. of course, the driver is an important part of the equation as well.
