so I can't help on much of this, but:
(1) Headlight wiper, quite likely the motor unit has quit. I went to salvage yard and got some replacements for the '93 900T I used to have (sold). Fog light, connector plug under bumper should have 12 volts & ground when lights are on. Do you have a volt-ohmmeter perhaps?
(2) Lights in the car, If you have the 3-position switch in the console like I do: The position with the picture of a light will turn the lights ON permanently when in that position. The center Position will turn the lights OFF all the time. The other position (toward the rear, no markings?) is the one which should turn lights on when doors are opened.
(3) Instrument panel light, easy access thru speaker panel hole. Two Torx screws, disconnect speaker wires, and watch which way the "defrost tube" sits in there. The 2 bulb sockets are 90-degree-turn and remove. GE 194 bulbs are not the right thing. I think they're about 5 Watt, and you need about 3 watt, or you may damage the circuit board. The little things CAN be exasperating! The SEARCH engine here works really well, and the knowledge & experience available is very impressive!
Welcome to the C900 BB! I have a 9-5 SE also, but still missed my 900 Turbos/SPGs, so I bought my 11th one for a summer car (in Maine) - A '90 SPG in Talladega Red. And I love it!
