Do yourself a favor and get a couple of those 194 replacement LED bulbs. Yes, they run about $6 apiece, but they give a glorious white light, no heat, and they last forever. Just google and find some, look for the 6 LED version. The more light the better!!!
I converted mine on my 87 900T and wish I'd done it 10 years ago. You can fool around with red or blue or perhaps even UV, but I like the bright white.
If one of your foglights is working and the other isn't, but the light is good, you either have a bad hot wire or a bad ground. Bad hot wire can likely be the bullet connector further up the wiring harness. Bad ground is just that, usually between the spade connector on the reflector and the mounting hardware for the foglight.
