Another AIC valve queston re: testing

Can the "frequency / % duty" on a digtial VOM be used to measure the duty cycle of an AIC valve? If so, how? I'd like to know how to use this function so I don't have to buy a dwell meter if it's not necessary.
Also, is the metal "door" inside the valve supposed to constantly open and close or does it only change position to compensate for a load?
I was under the impression that it's supposed to constantly open and close. I unplugged the harness from the valve on my car and plugged it into a spare valve. While looking into the opening, I observed very little movement of the metal door. Is this confirmation that the valve is bad? It checked out pretty close to the resistance specs in the Bentley.
