I think LH2.2 vs LH2.4 the control scheme was different.
I had an LH 2.4 ('89) & the AIC valve was driven by a pulse-width signal, so it's basically turning on & off very quickly. The % of time 'on' determines how far open the valve should be. The valve can't swing nearly fast enough to keep up with the signal switching, so it kinda finds it's intermediate position.
Use the % duty setting on your meter. I bet the actual frequency is constant.
