I found that, when I put a new or rebuilt clutch master in, it takes quite a bit of bleeding to get it to start to give you resistance. The first time I did it, I ran through more than 2 pints of fluid to bleed it and get some pressure in the hydraulic system.
When I rebuilt the clutch master last year, I found that, once it was bled enough that there weren't any bubbles coming out of the slave bleeder nipple, I needed to pump the pedal 8 or 10 times to get the seal to seat in the bore of the master and start to pressurize.
One of the things to be aware of when using vacuum bleeding (I'm assuming that's how you're using the Mityvac) is that it can suck in air past the threads of the slave bleeder nipple.
Do a search for "poor man's pressure bleeder" to see what I used for a cheapie DIY pressure bleeder.
