It sounds like a worn master cylinder.
There's a spring in the cylinder which is supposed to return the piston back to the rest position because the pushrod that connects the pedal to the piston isn't rigidly attached to the piston.
When the master cylinder gets a little long in the tooth, there's sometimes a ring of varnish at the opening to the master cylinder that prevents the piston from from returning all the way. That, coupled with worn seals and a weak or broken spring, gives the intermittent low pedal.
My '89 had a worse version of that problem. When I opened it up, there was that varnish ring at the opening that I mentioned and a broken spring. It's had no clutch hydraulic problems (except for needing a rebuild slave cylinder) since it had new seals, a new spring, and the opening to the cylinder cleaned up.
