OK, if you've replaced dashboards before you can easily rule out that control shaft. I just like to suggest simple things first.
How about the compressor running? Is the compressor pulley spinning? That's not a good check since it always spins even when its clutch is disengaged. Look to see whether the 'hub' of that pulley is spinning. That's what tells you whether the compressor is running.
If the low-pressure cutout switch was bad, your condensor fan wouldn't be running either.
If I remember correctly, there's only a couple things that can leave the fans running but the compressor not running. First is the high-temperature cutout switch in the upper radiator hose. Make sure there's continuity between those 2 terminals. Second is some kinda diode mounted in teh compressor. Mine didn't screw up, but I guess that would keep the compressor clutch from engaging.
