A definitive answer is hard, but I would first check all hoses and intake connections. Vacuum leaks or cracks in the intake plumbing can cause this. Make sure the hooter/turbo bypass valve holds vacuum on the control module...just pull the hose form the intake and suck on it to test.
Then clean out your throttle body and butterfly with carb spray and a toothbrush. Make sure you get any build up where the butterfly rests on the bore.
Also, clean the AIC valve with carb spray and finish with WD 40. After you have done this, if you still don't get idle increase with A/c on, give the AIC a whack with a screwdriver. If the idle picks up, the AIC is bad and is sticking. Sometimes the cleaning will work, but if the motor has burned spots, it's time for a new one.
The throttle position switch on the throttle body should click just off idle and you should have continuity between pins 1 and 2 at idle.
Clean all you grounds and make sure the alternator ground wire is secure and not broken.
If after all this, I would then suspect the O2 sensor or perhaps the Air Mass Meter.
the problem is common and if you keep at it you'll solve it.
