I used to have an '89 non-turbo... The cold-start valve is on some years, but it's easy for me to remember 'cause I don't have to work on all different years/versions.
When I jumpered power to the pump I could hear fuel flowing thru the rail, when the engine noise isn't covering it up. I think(?) if the filter is acting like I said, you'd hear it flowing for a second or 2, then you'd hear it slow or stop. Maybe the only certain way is to measure fuel pressure with a gauge.
The cold-start valve would mount on top of the throttle body. Yours should have an oblong blanking plate held by 2 screws. It's sorta sloped, so the cold-start valve (AKA 5th injector) points into the air flow stream just after the throttle plate. I've heard of some people buying the parts & installing one, so check it out on yours.
