Since you're getting into mid yellow, you are getting some boost. To test the turbo, disconnect the "W" hose from the APC solenoid (hose on passenger side of solenoid) and test drive. You should get uncontrolled boost, into the red. Be careful, you can grenade your engine easily this way.
Then, you'll need to search "base boost" here on saabnet - there are quite a few problems which will result in base boost mode.
If this doesn't result in crazy boost, you have a problem with the turbo, possibly even just the wastegate actuator.
I'm surprised that your mechanic wants to try a new turbo, on his dime! Swapping a different unit is at least a couple hours of labor.
Let us know if you can get more info from him, or what happens with the "W" hose disconnected.
