You can try it. As I understand it, the temp sensor is there to help only use EGR at appropriate exhaust temperatures to make the catalyst more effective. If you put in a resistor to 'fake it out' it will probably inject EGR into hotter exhaust (turbo boost cool down) and may cause higher than desirale Co and NOx (that is if I understand it correctly). Try it and see what happens. Performance on the EGR cars is also not as consistent IMO.
In my case, yanked all the EGR system and put in an ECU from a '92 and called it done. That was until I yanked LH all together and put in an aftermarket FI system...
