That's most likely an alignment issue. The only time you should wear out the ousides of your tires is when you're flying around corners. Did you get the car aligned after you changed the tie rod ends? If you've toed the front together the car can't make up its mind whether to turn right or left.
Tires are a big part of the equation. The donor car for mine was lightly misaligned and had all-season tires on it, and as my friend in the '86 turbo with Hakkas went through the slush I felt this donor car start to yaw one way and then the other for about five seconds.
This morning I drove in similar conditions (are you around Albany?) where a third of my morning commute was on ice, and although the tires aren't studded, they were solid until pushed too far. I see snow tires as a necessity that's cheaper than your insurance deductible.
