As others have said, the controls for the mice are under the rear seat. The motors are in wall of the car underneat the rear window. In the toolkit in back, there should be little optional non-movable mice that the seatbelt can snap into the bottom of the track instead of the tracked mice. Perhaps they are concerned about the mice moving in the track in the event of an accident if the track motor is disengaged. I wrote a FAQ here on TSN for converting to traditional 3-point seatbelts as well.
