dude... you have to screw the emergency brake adjuster puck back into the caliper. it adjusts out as the pad wears... It's on the caliper side behind the rotor. there are two holes drilled in it. if you don't have the tool you can fake it several different ways (but buy the tool for next time...). you can take something about the shape of a hacksaw blade, but stiffer, and drill and put two small bolts through it to fit the pins in the caliper. you may be able to stack two hacksaw blades, use the hole in the blade for one bolt, and figure out the distance, ah hell wait a momment... (back from the garage and measureing the saab tool) approximately 7/8" apart on center with the pins being approximately 3/16" across. once you get this made you put it in the caliper engage the holes in the caliper, and clockwise. It's like using an open ended wrench, turn until no clearance, reposition, turn again. I have a motocycle tire iron that I put in on top of the tool and lever in in to keep the tool in place while turning it. If your old pads were very worn out then the screw will be tight because it bottomed out. After a little while of twisting (clockwise!) it will get smoother... When it gets tight again it's bottoming out in the other direction... you are done.
After you get done with everything you emergency brake handle will pull all the way to the top with little if any effect. I was told years ago, and I've used it and it seems to work, that the way to get them set was to backup and apply the emergency brake. do it several times and it seems to snug up...
also, do the proper bed in on the pads/rotors to prevent warping...
