The wiper stalk is probably bad, (burned contacts).
What happens is that every time you flip the stalk to washer position, it creates a little spark over the two contacts inside the stalk. That spark slowly burns the surface an you get a voltage/amperage drop over the contacts.
The voltage drop is not high enough to quench the power to trigger the wiper motor relay but enough to not being able to rotate the washer pump since the pump motor takes quite a bit of omph to spin.
When you bypass the stalk by jumping power straight to the pump, it is strong enough to make it spin and when you use a low current volt meter to check for power from the stalk, you still see 12 volt but it is not enough amperage to spin the pump.
You might be able to take the stalk apart and polish the contacts, or install a new one.
