I bet I know what the problem is...
Since you already did check the voltage at the fuel pump, source some +12V and jump to the pump, you should hear the pump spin up, try to start the car. If it runs, try a drive around the block. If all is normal (except you have a jumper on the fuel pump), the problem is the connectors between the inside of the car going to the outside under the fuse block.
remove the jumper to the fuel pump.
open the drivers door, squat on the ground, using your right hand, reach above the hood release lever and go up to find three connectors, the middle one is the one you want. wiggle and pull it to the passenger side of the car to disconnect, then put it right back on, repeat.
Try and start the car. If this works you should show the other drivers how to do this. My wife is qualified! It's a dirty connector and a pain in the assteroid to really clean properly. Unplug and replug several times and you may be good forever, or another 12 months.
