Sorry for incorrectly referring Ari's timing recommendation as yours! I appreciate your input!
In thinking back, you are correct a larger number of degrees before tdc would be advancing the timing and in fact I believe that I adjusted the timing in a test to approx.15 dbtdc. and was surprised that max boost was less than with 16 btdc... I cant explain why!.... but I will reafirm the test.
I think the next step will be to change the fuel filter and check fuel pressure. The boost problem seems to related to fuel delivery or perhaps limitations on available pump fuel with a stock system. I read of much higher boost values than what I have on 91 octane with out problems.

If the knock sensor is to be positioned 20 degrees counter clockwise from the front of car then mine is about 70 degrees off!!! This is where it was positioned when I bought the car. Interestingly my base 900 is positioned as you indicate from the front of the car. I wonder if this has any bearing on boost. The base 900 has much less constraints as far as plumbing is concerned compared to the turbo.
I am intrigued by this other than "knocking" engine electrical noise that may be interpretted as detonation by the knock sensor. Stranger things have happened!!!
Back to fuel delivery..... A fuel pump seems to generate excess pressure than is required even in the most modded conditions in normal working order. Will a failing pump ( I have later pump without pre pump) still generate adequate pressure prior to failure? I just replaced the pump in a non turbo 92 900 and other than slighty "louder than normal" operation there were no drivabilty issues until it just quit and I had to have it towed. thanks for your input jk
