Mine came off last winter. I figured they put it on there for a reason and every bit of insulation helps that wiring loom stay cool so i put it back on with a couple of tack welds. If you're not in a state that allows people to weld exhaust components themselves, I'm sure a midas (or whoever) could do it for you for a nominal fee - assuming it isn't rusted away too badly. Your other option is a couple of stainless hose clamps, tightened just enough to keep the heat shield in place. It'll conduct a little more heat than before, but still far less than without it.
