I had a similar problem when I bought my '87. What did the trick for me was refilling the hydraulic fluid reservoir (under the back seat) with mineral oil.
The relays - one works for up and one works for down - don't know much about those except one of mine fell apart when I tried figuring the thing out. I just put it back together and left it, works OK.
Also make sure that the pressure release valve (in the trunk, upper right-hand side, behind fabric) is closed. That's for releasing the pressure so you can raise/lower the top manually. I think if that's open the hydraulics wouldn't work.
