You're right about the double bolt... the "top" bolt secures the ash tray bracket and the larger bolt which the ash tray bolt screws into secures the lower dash pad. They both have to be removed. Be careful not to overtighten the bolts when reinstalling... I twisted the larger bolt off and had to get a new at a SAAB dealer. Course it might have been metal fatique from the dozen or so times I've had the lower dash outta my car - the threaded end of the bolt isn't a very large diameter.
