Are you looking to buy a new car or used? If used, there is no telling what problems that car will have. So, you'd be trading a set of known problems for a set of unknown.
Now, lets look at the known problems.
1. $1400 for a brake job seems to be high; it begs for a 2nd opinion.
2. Saab happens to be the easiest car in the world to replace clutch. If you buy a non-Saab and it turns out that it needs clutch, more $. If you buy another Saab and it needs clutch, why bother selling and buying?
3. Headgasket, try a flushing and adding Bar's Leak first. Is it weeping somewhere? the corner close to the distributor? You may want to try re-tightening the headbolts. Newer Saabs (post 89?) have lower torque requirement and they may work themselves loose. Some have suggested a periodical tightening.
If these are the only known issues, I'd keep the car.
