Key cylinder removal on 92 900s CV- need help

The keyswitch on my 92 900S CV is rotating freely, so based on the reading of postings in this BB, I think it's the key cylinder. It won't rotate to the start position, is always on unless I disconnect the battery negative post, and just turns without any resistance at all.
I'm having trouble drilling out the barrel point as directed in this BB and in the Bentley manual, because I can't get a straight shot at it with the drill.
I have the front seat out, but there is a thick plastic sleeve around the outside of the shifter gear box...can I cut a section out of this to get a straight shot?
What's this plastic sleeve for (on the driver's side of the shifter gearbox)? I don't see it in the Bentley manual diagram. It seems to separate the wiring away from the metal parts (perhaps to protect against the heat from the catalytic converter underneath)?
Amyway, I need some help on getting this drilled right, and the cylinder removed. Is the release a straight shot once I've drilled the hole? Do you just push straight in and pull up on the key ?
