Have you tried cleaning the deck?
Get a cleaning kit or try swabs/alcohol (NOT Q-tips).
Chances are there is gum buildup on the capstan or idler pulley.
There are cleaner cassettes available that mechanically wipe the capstan and pulley and also wipe the playing head but they may no longer be in production since cassettes are essentially obsolete.
