This summer chased down what sounds like the exact same prob on my 89SPG. Undid fascia, replaced vac rubber switch w/ used but good one, still the same hissing problem from the dash and erratic operation of ventilation controls. I'd check all your hoses and fittings behind the dash, it took me a long time but I figured out my problem.

(too much info but in mine there was a white rubber "T" fitting somewhere behind the radio that was CRACKED (looked fine, only when bending). How amusing by the way that the rubber hoses outlasted the plastic T (which prob got jostled with radio install). Also there was a vacuum servo down by the floor vents that was disconnected from the hose. Fixed those 2 things and I was good to go)
