I suspect that when Saab contracted with CRS to rebuild the T37s they stipulated that the units demonstrate some measurable reliability but I doubt that either Saab or Borg-Warner specified particular details of the "rebuild". A percentage failure rate is expected because most of the parts in the rebuilt tranny are used. Some rebuilders strive to keep that rate as near zero as possible while others cut all possible corners, trying just to beat the expected failure rate by 1%. In my opinion the people at Eriksson Industries are remarkably knowledgable and work very diligently at making every gearbox a winner. I guess the main difference between rebuilders is some will look at a part, like a pump, and say "Looks iffy, but it'll probably run" and others would say, "Looks iffy, let's go find a good one". There is very little "stress testing" that can be applied to used hard parts and close visual inspection, subjective as it is, is the usual basis for rejecting or running a part. Eriksson tests their completed units on a dynomometer. Don't know about CRS.
The T37 is not cost effective to rebuild unless you have access to a large stash of cores like CRS and Eriksson do (and I used to). Several parts normally need to have some tricky machine work done. If you had to rely on Saab to provide new parts for a T37 rebuild (if they even still sell those parts) your rebuild would cost about $3000!!! Very, very few parts are available (new) in the aftermarket, basically just those that the T37 shared with the T35 and the "Ring, rubber and paper" kits and bands. That's because Saab made a deal with Borg-Warner that the parts for the T37 would only be sold through Saab.
It's not a complicated transaxle but even on the first go-round many have significant pump, front clutch, input shaft or sun shaft wear that necessitates replacement or machining of those parts. Most Saab independants know that it's not practical for them to rebuild these units and will (wisely) install an Eriksson tranny. I worked for an independant shop that had a large enough customer base that it could justify stockpiling T37 cores and keeping me (with help from four machinists) employed rebuilding them (and all their other Saab trannys).
