As you may well remember, I've adapted the older 82T CIS system to a 2.0 16V head, and then upgraded to 2.1 with the larger intake manifold. Both times were an increase in air volume entering the engine. That meant having to adjust the fuel air ratio each time, both times increasing the fuel. After my initial 2.0 16V engine swap, I adjusted manually to a point where the engine idled smoothly. Months later it required a smog test and it failed. High NOX, or too lean. Everything else on the engine was to spec, and to pass I simply increased the fuel mix. I have another smog test this week, this after dropping in the 2.1 and manifold last winter. All the basic tune-up issues have been covered and I expect to pass, but to make sure, I re-adjusted the fuel mix, this time increasing the fuel mix a tic beyond the point I would otherwise. With the CIS system, the simple O2 sensor, control unit and modulating valve tells you where you are by listening to the fluctuations of the valve open and shut ratio. During idle it's supposed to shuttle evenly from between lean and rich, which causes the idle to dip and raise slightly. If it's too lean, the valve stays in one extreme setting and the same if too rich. Too rich would also show up with black carbon buildup on the spark plugs.
Don't know if you have similar issues with the LH electronics, but there might be a parallel.
