Cooling fans

I have a 1992 turbo and I have a problem with the cooling fans not turning on when the car is hot. I tried jumping the thermo switch, and nothing happens. If I push the ac switch the left fan will turn on with the ignition turned, if I start the engine with the ac switch engaged both fans will run. I have tried swaping the relays from a working car, and have had no luck getting the fans to work without having the ac switch engaged. I don't know if this is relevant but the ac belt is not installed.
Any ideas as what to check next? The car might not have been run much in the last few years and if it were run it might not have had any belts to the alternator and water pump. Also the heater valve is broken, one of the conectors coming into the engine is shorter than the other, it looks like it was broken off, and inside it is some black tar like substance which I assume was some kind of stop leak. Again I don't know if this would affect my current problem.
