You may not have noticed but the lights don't turn on in the dark. From 1988 onward, the dash lights are on anytime the key is in the run position, regardless of whether or not the headlights are switched on. As you noticed, this helps when you have to wait for a light under an overpass or drive through a tunnel.
The only way to deactivate this would be to change the supply for the instrument and dash lights from the ignition switch to the headlight switch. I'm not sure if that would be worth the effort.
I agree with No; just leave your headlights on. They're not glaring enough to give you the Saturn-style dirty looks from people ahead of you or going the other way, it does increase your visibility (only helps if the idiots are looking and thinking, but it still helps), and you never need to change your headlight switch.
The Canadian-spec running lights I does not like. I put a relay and fuse in my '92 to get the insurance b&$%&$ds' discount and promptly found out I could not use the headlight switch to communicate with truckdrivers anymore. At least they're not high beams all the time, ahem, GM/Toyota/Honda.
I'm still amazed that, as a race, we can send people to the moon, but we still can't figure out how to route headlight power through the ignition switches of our domestic and less-expensive cars.
The only light-sensitive illumination on your dash is the stereo, assuming the original is still there. It has a photocell (looks like a black headphone jack) that increases the lighting in bright situations and dims it at night.
