The center vents always blow cold. They should open at the face/floor (9:00) and face (8:00) positions on the distribution knob. If they open at any other times you need to find out where your vacuum leak(s) is/are. Use the shutoff damper if you don't want cold air from those vents. I tend to start cutting down the flow of air when the outside temperature is below freezing. The center vents are supposed to give you fresh air for your face for long trips or to combat fatigue.
