Saab did a lot of testing in various environments...they would not have put the backing plate on their without a good reason...it costs money and car companies just don't put stuff on cars without a good reason.
OTOH, YOUR particular operating scenario may never encounter a situation where the backing plate was necessary. For example, rain or snow or mud buildup from driving on unpaved roads. The backing plate generally stops a direct spray of water on the disc, for example (although it clearly doesn't stop it from getting wet per se when driving in rain) which can inhibit initial or even affect ultimate braking performance.
If it were MY SPG I'd replace the backing plates.
