The symptoms of 0 toe in are quicker turn in and a bit less stability at speed. If you actually have toe out, the steering starts to get squirrely.
I am an advocate of the string method, where you wrap a thick string around all four tires. Using trig, I figured out that with about a 1 mm gap at the each rear sidewall of the front tires, you have just a touch of toe in. I can't remember the exact spec now, but regardless, after using this method a few times, I would set the with the 1mm gap and then by trial and error make fine adjustments while test driving.
If I were you, I wouldn't even bother with the string. Since your wheel is straight and the car doesn't lead or pull, I would go ahead and lengthen each side by 1/8 turn.
1/4 turn might be too much to start. See what happens with 1/8. You just want enough toe to take out the looseness. When you hit the sweet spot you can tell. Car will roll better and will be more stable. As soon as you add more toe-in than necessary, the car will not roll as well and understeer will get worse.
I'm sure you are sensitive to how your car feels. If you get it right at low speed but it still feels a bit loose on the highway, add just a touch on each side, 1/16 turn.
Have fun...and mark your starting spot with white-out so you won't lose you reference.
