It's very strange to begin with that you can pull the tube off the barbed fitting and that it is NOT broken or cracked at the bottom.
Maybe someone at earlier botched attempt pulled the tube off and by that, stripping away lots of plastic and that's why it is now loose.
Buying and installing a new tube would be the preferred repair (P/N 9368200 $75.00).
If the plastic tube is not cracked, and you want to save money, you can always try with installing a hose clamp around the base together with some silicone?
