Sit in them, and as long as the ignition switch is on, you should have heated seats. Should.
Common failures include breaks in the heating element (check for continuity with an ohmmeter), faulty thermostats (the dime-sized metal things under the right side of your hinder), and blown fuses. The passenger side has a switch that closes when someone sits in the seat; that should be in a chain between the seat bottom and one of the steel seat frame members.
Simple electrical checks- with the seat cold (below 48 degrees), is there continuity in the grid? Switch the key on- got twelve volts to the connectors below the seats? Work from there. Repairing the grid is not as tough as it seems.
