Someone here has already suggested using a Voltmeter to check for 12V with ignition switch in ON. Yes 12V? No 12V?
Check for continuity thru both seats at the connector under the seat, which would connect to the chassis cable/wiring. Zero ohms means lower and upper seat heaters are both good. Infinite means either the lower or upper seat is bad (or both). The 2 heating elements (lower/where your butt goes & upper/where your back goes) can be separated for testing by disconnecting a plug which connects the two. Most common failure is lower element wire is broken. Removing seat from car is really easy with right tools, and makes repair much easier. Then you can remove the seat cover/upholstery and gain access to the element which is glued to the seat (it's been many years since I touched these). If you can identify the OPEN wire, you can carefully install a fresh jumper wire (stranded wire/nice & flexible) by soldering and using heat-shrink tubing. Then you can glue a similar fabric cover back over the repaired area and put it back together, after you verify that you've fixed the problem. Make sure flexibility is retained. Look in the technical FAQ's for guidance. Then ask more questions, if you need help or answers.
Shopping for replacement seat in a junkyard can be done, but use the ohmmeter to ensure you get a good seat. Or element.
