Yes, it's hard to remove that top bolt because of what you mentioned. I've had to resort to using vicegrips in order to hold the lower bolt steady.
I've had problems with gasoline coming out of the banjo bolt when I've been forced to reuse the two sealing washers upon reassembly. When I'm using the old washers I get leaks unless I crank down very hard on the bolt. When I use new washers it seals up very easily with minimal effort. Maybe your seals rotted out, which is something I've never heard of occurring. Eeuroparts sells the sealing washers for not much money.
The other way for gasoline to puddle up on top of the pump is for it to come up from underneath the rubber "bellows". You'll have to remove the pump to make sure it's tightly sealed onto the main pump.
The stuff your indy says doesn't make much sense to me and I've done a lot of work on my 85 900 fuel system. If you're going to pull your fuel pump you should also replace the feeder pump, because they're inexpensive and definitely don't last forever.
