In my experience, raw aluminum will oxidize(turn white) if not sealed with something. A few years ago I spent many hours refinishing a set of wheels for my convertible, using only high quality materials, and I noticed the other day some of the paint is bubbling(oxidation underneath). If they are going to the trouble to beadblast the whole wheel, I'd ask if they could at least clearcoat the bare metal. Any sealing is better than none at all.
