If you want to be sure they are sealed forever, coat them with West System Epoxy or similar. Tape off the finished fronts of the wheels. Prep the backs with #860 Aluminum Etch. Clean and dry the wheels. Mix the two parts of epoxy - then thin it to the consistency of paint. Paint it on with a disposable brush.
Jamestown Distributors or West Marine is where I buy my West System stuff. It's not cheap, but it has hundreds of household and automotive uses. It's most commonly a marine product - for wood, fiberglass and aluminum hull boats.
