Owner of a restored 82 sedan here. The fuel sender issue: you might want to check the electric connections for that unit. It's located under the trunk base board, right hand side. Just lift off the covering and take a look at the wiring and connections. They might just need resoldered, reconnected or cleaned up.
For the rack, try flushing out the old fluid. If that doesn't help with the leak, use one of the leak stop formulas available at auto supply stores. I replaced my original rack and then the replacement began leaking four years later. It's really hot where I live, so I figured the thinning of the fluid and baking of the inner seals had something to do with it. Figuring I was gonna have to replace it, in the meantime I'd try to thicken up the fluid by using a Lucas brand oil treatment formula. It worked! The leak at the pinion seal has diminished dramatically, and the PS system works fine.
