erratic smoking ...bad valve seals?

finally got this thing to run and idle! my 85 turbo project (6 years in the making) is having some drivablity issues now.

Starts cold with no smoking. after it warms up a bit you can see traces of blueish smoke (oil burn off) from the tail pipe.
when i went to adjust the timing (engine running) it will smoke like its burning lots of oil. thick clouds of it! and it wont stop! so i kill it. and start it up again, no smoke. though i suspected the turbocharge (that has been rebuilt) it does not smoke when i take it out to drive. i will come to a stop and it does not smoke. when i go to take off from the stop there is a lot of hesitation on the acceleration and will sputter a bit before she launchs off in a puff of smoke. tends to idle a bit high too.

my main suspect now is leaky valve seals in the head. its a used motor i got from a reputable local saab/volvo shop. and i had not done any work to to the head or engine. straight "slap on the tranny" and drop in job.

anyone had this type of prob before? how should i go about testing this prob? whats the fix?
